Proposed Budget Shows MISD's Commitment to Recruitment and Retention of High-Quality Staff

When Manor ISD Superintendent Dr. Andre D. Spencer presents the proposed budget to the Manor ISD Board of Trustees, it will reflect the district’s commitment to recruiting and retaining the best teachers and other staff in Manor.

“Last year, Manor ISD invested millions of dollars in a new compensation plan that provided our staff with pay that was more competitive with other Central Texas school districts,” said Superintendent Spencer. “This year’s budget will build on that foundation and help us protect our investment in our staff by keeping that plan competitive.”

The district is exploring providing an across-the-board, all-employee cost of living pay increase of between 2 and 5 percent.  This increase would apply as an exact percentage of an employee’s current salary.

Also, as part of the continuing effort to retain high-quality staff, the district will implement the following incentives for the 2022-23 school year:

  • The bilingual stipend for qualifying teachers will increase from $7,000 to $7,500, making Manor ISD one of the highest paying districts in this field in our region.  This increase will also apply to the bilingual specialty stipend, which will increase from $4,000 to $4,500.
  • All staff who are currently employed with Manor ISD and return for the 2022-23 school year will receive a retention bonus of $750. This bonus will be disbursed in the amount of $350 in September 2022 and $400 in February 2023.
  • Manor ISD will also offer a one-time signing bonus of $500 to every new hire who begins work in Manor ISD between July 5, 2022, and December 31, 2022.

School district leadership is also seeking approval to be included in the Teacher Incentive Allotment (TIA) Program. TIA is an annual compensation allotment provided by the Texas Education Agency, subject to the availability of state funding, that increases the salary for qualified teachers.

An additional benefit that is being explored would offer discounted tuition for employees who have children enrolled at the Child Development Center and the Manor Elementary Early Learning Center.

“As we explore our compensation plans, I want you to know that I am dedicated and committed to your successes and the overall success of Manor ISD,” said Spencer. “As always, I value and appreciate your hard work and diligent efforts. Therefore, I am strongly encouraging each of you to remain in Manor ISD to help us to become the best school district in Texas.”

Spencer will present the proposed budget to the Board of Trustees on Thursday, May 26. The Board is expected to vote on the budget Monday, June 13.
