Manor ISD Trustees Approve 2025–2026 Tax Rate, Reinforces No Increase if Bond Passes

The Manor ISD Board of Trustees has approved the district’s tax rate for the 2025–2026 school year at $1.0814 per $100 of property valuation, the same rate as last year. Importantly, this rate will remain unchanged even if voters approve the upcoming Bond 2025 election in November. 

 

Why the Tax Rate Can Stay The Same

School tax bills are made up of two parts:

  • Maintenance & Operations (M&O): covers day-to-day expenses such as salaries, classroom resources, and utility bills.
  • Interest & Sinking (I&S): pays down debt on capital projects like new schools, facility upgrades, and major renovations. This portion is used to pay school bonds. 

Because Manor ISD has been proactively paying down past debt, there is enough room in the I&S portion to fund Bond 2025 without raising the tax rate. Additionally, new housing developments and business growth in the community have boosted the district’s overall property values, increasing revenue capacity without changing the rate.

The district also does not plan to issue the entire $385 million in bond funds at once. By staggering bond issuances over time, Manor ISD ensures it can meet future debt payments responsibly while maintaining the current tax rate.

Bond 2025

On November 4, 2025, voters will decide on Bond 2025, a $385 million package developed through months of collaboration between community members, parents, staff, and district leaders. The bond is divided into three propositions:

  • Proposition A: Safety enhancements districtwide, upgrades at select campuses, and new buses to support student transportation.
  • Proposition B: New technology devices for students and staff across the district.
  • Proposition C: A fine arts addition at the Manor High School Complex on FM 973, expanding theatre and visual arts facilities.
