Manor ISD Names Dr. Rochelle Bond as Director of Human Resources

Manor ISD has named Dr. Rochelle Bond as its new Director of Human Resources, bringing a strong track record of leadership in both Human Resources and campus administration to the role.

Dr. Bond joins the district from Leander ISD, where she served as a Human Resources Coordinator, leading key staffing and operational systems that supported campuses across the district. With more than fifteen years of experience in education, she has supported schools through both campus leadership and district-level Human Resources work. During her time in Leander ISD, she successfully rebuilt the substitute program, recruiting, onboarding, and training more than 1,500 substitutes while overseeing daily staffing needs, employee relations, and compliance processes. Her work also included managing hiring pipelines and partnering closely with campus leaders to ensure schools were fully staffed and supported. 

Prior to her work in Human Resources, Dr. Bond served in several campus-based roles, including assistant principal, counselor, and special education teacher. She has led campus operations, supported teacher development, and worked closely with families, all of which shape her people-centered approach to Human Resources. Bond also brings experience in crisis intervention and behavioral support.

Bond holds a Doctor of Philosophy in Counseling from Newburgh College, a Master of Education in School Guidance and Counseling from Sul Ross State University, a Master of Divinity in Biblical Studies from Newburgh College, and a Bachelor of Science in Human Resources Management from Park University.
