Manor ISD Earns Third Consecutive Superior Rating for Financial Integrity from the Texas Education Agency

For the third consecutive year, Manor ISD has earned a Superior Rating in the Financial Integrity Rating System of Texas (FIRST) for the 2024–2025 school year based on the 2023-2024 audited financials. This top-tier recognition, awarded by the Texas Education Agency (TEA), reflects the district’s continued excellence in managing taxpayer funds responsibly and transparently.

The TEA created the FIRST rating system to hold Texas public schools accountable for their financial practices. It evaluates a district’s financial performance using a range of indicators, including budgetary planning, financial solvency, and the accuracy of financial reporting. The Superior Rating is the highest designation possible, signifying that Manor ISD consistently meets or exceeds the state’s rigorous financial standards.

“This recognition affirms our team’s deep commitment to fiscal responsibility and strategic stewardship of public funds,” said Chief Financial Officer Moises Santiago. “We take seriously the trust placed in us by our community and remain focused on ensuring that every dollar supports the success and well-being of our students.”

The FIRST rating is based on 21 key indicators of financial health, including administrative cost ratios, timely financial reporting, and the district’s ability to meet its obligations. Manor ISD’s continued Superior Ratings demonstrate a strong, stable financial foundation that enables the district to invest in student achievement, innovative programs, and long-term district goals.
