Manor ISD Board Approves Balanced Budget for 2026-2027 School Year

The Manor ISD Board of Trustees approved a balanced budget of $105,466,188 for the 2026-2027 school year during its June meeting, marking the district’s second consecutive year of adopting a balanced budget.

The approved budget reflects Manor ISD’s commitment to responsible financial stewardship and prioritizing resources where they have the greatest impact on student learning. Despite ongoing funding challenges facing public school districts across Texas, the district was able to balance its budget while maintaining key services and supporting employees.

To achieve a balanced budget, district leaders conducted a comprehensive review of operations and identified opportunities to improve efficiency and reduce costs. Those adjustments include changes to certain transportation services and reduced levels of HVAC maintenance at campuses and district facilities.

While some difficult decisions were necessary, those efficiencies allowed the district to continue investing in priorities that directly support students and classrooms, including reducing elementary class sizes and strengthening instructional support across the district by adding $1,000,000 to campus instruction from the previous year. 

The budget also includes funding to cover the full cost of individual employee health insurance premiums.

For the upcoming year, Manor ISD’s healthcare costs increased by more than $1 million. Through careful planning and operational efficiencies, the district was able to absorb those additional costs without passing them on to employees, helping maintain a no-cost individual health insurance option for staff.

“Our goal throughout the budget process was to be responsible with taxpayer dollars while continuing to support our students, staff, and schools,” Superintendent Dr. Robert Sormani said. “This budget allows us to maintain essential services, invest in our classrooms, and continue covering the full cost of employee health insurance despite significant increases in healthcare expenses.”

While the district approved a balanced operating budget for the coming year, district leaders emphasized that operating funds cannot be used to address many of the district’s long-term facility needs. While the approved budget provides the resources necessary to educate students, support staff, and maintain daily operations, it does not include funding to replace aging campuses or complete major facility renovations. As Manor ISD continues evaluating the condition of district facilities, leaders will work to identify future facility priorities and potential solutions, including a potential bond election.
