Bond 2025 Fails: How Manor ISD Moves Forward & What’s Next?

Manor ISD voters have rejected the district’s $385 million Bond 2025 proposal.

The measure, which appeared on the November ballot, would have funded a range of projects aimed at improving campus safety, upgrading facilities, replacing aging buses, and expanding technology access for students and staff. It’s important to note that even with the bond failing, the tax rate will remain the same — just as it would have if the bond had passed.

Superintendent Dr. Robert Sormani said that while the district hoped for a different outcome, leaders are committed to listening to the community and reworking the plan. He noted that the district will “go back, listen to feedback, and adjust our bond program as needed to present to our trustees for a potential future bond election.”

Sormani added that while district officials wish they could wait a few years before holding another election, the needs outlined in the proposal remain urgent such as replacing/repairing air cooling and heating systems and repairing roofs. “The needs that were in this bond package don’t change,” he said. “We encourage our community to stay connected with us as we work to hear from them and go through the process again in the future.”

 

What the Bond’s Failure Means for Schools

The failure of the bond means that none of the proposed projects will move forward at this time. However, the needs identified in the package, ranging from security improvements to facility upgrades, still exist. For projects essential to daily teaching and learning, the district may need to rely on its general fund to cover costs. This could require conserving resources and reducing spending in other areas to make room for critical maintenance and instructional improvements.

In addition, without bond funding, upgrades to older campuses, safety systems, and transportation will likely face delays and potentially increase long-term costs

 

Next Steps for Manor ISD

Manor ISD will now begin surveying the community for feedback and exploring the possibility of a future bond that could take place as early as May 2026. Once the timeline for a bond is determined, district officials will reconvene the facilities committee to reexamine priorities, gather community feedback, and refine project proposals before presenting them to the Board of Trustees for consideration.

When the district decides to pursue another bond, community engagement will remain a central part of the process. The district intends to host meetings, distribute surveys, and maintain open communication with families and staff to ensure the next proposal reflects community needs and expectations.

“Even though this bond did not pass, the work continues,” Dr. Sormani said. “Our scholars and staff deserve safe, modern, and well-equipped schools, and we’ll keep moving forward toward that goal.”
