Welcome to the latest edition of Manor ISD’s Board Brief! Each month, we will offer a snapshot of key decisions, discussions, and highlights from our most recent board meeting. As always, Manor ISD is committed to transparency and keeping our community informed about the work being done to support our students, staff, and schools. In this update, you'll find information about important approvals, recognitions, and updates on initiatives aimed at enhancing the educational experience across our district.

TEA Monitor Removed
Manor ISD has successfully met all the necessary requirements to be removed from Texas Education Agency (TEA) monitoring. This milestone was officially marked on January 9, signifying a major achievement for the district. This accomplishment reflects the hard work and dedication of our Board of Trustees in fostering a culture of continuous improvement.
Scholar Recognitions
Manor ISD is proud to announce that five of our students have been selected to serve on the newly formed Manor Youth Advisory Committee (YAC). The YAC is part of a leadership initiative adopted by the Manor City Council over the summer through the Texas Municipal League (TML) Youth Program. This program provides young leaders in grades 8 through 12 with the opportunity to serve as an advisory body to the Manor City Council on issues affecting local youth.

Superintendent Update
The superintendent updated the community on progress on enhancing student safety. He will continue updating the community each month. He also stated that a third party security audit of the Manor Senior High School Complex will be conducted within the next 30 days.
Texas Assessment Performance Report
The district held the required public hearing for the 2023-2024 school year Texas Assessment Performance Report (TAPR). The deputy superintendent shared eight key takeaways regarding student performance on the STAAR, district data and finance reports, the district’s HB3 reading and math goals, and 2021-2022 College Career and Military (CCMR) data.

Administration and/or Program Manager (HPM) will give an update on the key projects related to the 2019 Bond Program.
December Monthly Financial Report
The operating financial report for the month ending December 31, 2024 (6/12 or 50% of the budget year), reflects the following:
The General Fund has collected $38,301,740 (37.7% of the budgeted revenue), which is an increase of $1.6MM or 4% year over year. General Fund expenditures are $59,744,780 (50.8% of the budgeted expenditures), which is an increase of $9.9MM or 20% year over year.
The Debt Service Fund has collected $22,366,099 (49.6% of the budgeted revenue) and has spent $23,309,149 (38.5% of budgeted expenditures). Debt service payments are made during the months of February and August.
The Nutrition Program Fund has collected $2,795,594 (28.8% of the budgeted revenue) and has spent $4,103,507 (36.6% of budgeted expenditures).
Failed TEA Intruder Audit
The Manor High School (MHS) staff has completed comprehensive training to address and correct the deficiency identified during the Texas Education Agency (TEA) audit. Initially, the Campus Safety Committee underwent detailed training on safety protocols and campus security requirements. Following this, the training was extended to include the remaining campus staff, ensuring that all personnel received thorough re-training. This process demonstrates the school’s commitment to addressing the audit findings and maintaining a secure environment for students and staff. The documented training efforts serve as evidence of the corrective actions taken to align with TEA standards and enhance overall campus safety.

Constraint Progress Measure
Chief Schools Officer, Dr. Bentz presented on the district’s Constraint Progress Measure #3, which is “Allow any school to be rated as an F (based on TEA A-F Ratings) for more than one year without making progress on their numeric overall score.”
As this constraint measures progress from year to year, the overall numeric score from last year’s Fall 2023 STAAR Interim assessment was compared to the overall numeric score from this year’s Fall 2024 STAAR Interim assessment.

In the table above, each elementary is listed along with its overall numeric score for last year’s fall 2023 STAAR Interim, and this year’s fall 2024 interim. The farthest right column displays the difference between the two. The overall numeric score of every single Manor ISD elementary school shows significant improvement.

The second table above displays the overall numeric score for last year’s fall 2023 STAAR Interim, this year’s fall 2024 STAAR interim, and the difference from last year to this year. The overall numeric score of all three middle schools increased by over 20 percentage points each. Manor New Tech HS increased by 12 percentage points. Manor HS (001) remained constant with no change.
Consider and possible action regarding delivery methods for the Fencing Security Project at Manor New Tech Middle School and Manor New Tech High School for construction services
This agenda item involves selecting the construction delivery method for the Fencing Security Project at Manor New Tech Middle School and Manor New Tech High School. The project aims to enhance safety and security on campus by installing fencing around the Manor New Tech High School and Manor New Tech High School.
Consider possible action regarding the RFP for the Weapons Detection Systems Project at Manor ISD Secondary Schools
In response to increasing safety concerns, Manor ISD is considering the installation of weapons detection systems at its secondary schools. The goal is to enhance security by proactively identifying and preventing weapons, including firearms, from entering school buildings, ensuring a safer environment for students, staff, and visitors.
