During Manor ISD’s annual financial audit, conducted by Maxwell, Locke, & Ritter in the fall of 2015, auditors identified irregularities in the District’s business office and payroll department. The District immediately began an internal investigation into the areas of concern, which eventually led to two staff members being placed on administrative leave and the hiring of Don B. Southerland, Jr. CPA, CFE to conduct a forensic investigation.
The results from the forensic investigation, released during the regularly scheduled January board meeting, detailed extensive misconduct, lack of supervision, unsatisfactory performance, inaccurate timekeeping, and inadequate record keeping by both current and former employees.
The District is now thoroughly examining each allegation identified in the report and reviewing applicable policies and procedures to ensure that all business operations and payroll activities are appropriately managed going forward. Additionally, the District is working closely with the Manor Police Department and the Travis County Sheriff’s Office who are investigating possible state law violations. Because of the on-going criminal investigations, the District is unable release any additional information specific to the findings in this case.
Administration is extremely disturbed by the transgressions identified through the forensic investigation and is committed to not only correcting operational processes, but also to building transparency, stability and trusting relationships among staff members and throughout the community.
