The 2016-2017 school calendar was approved by the Board on March 28, 2016. As you are aware, the District’s calendar was developed based on the flexibility afforded to us through becoming a District of Innovation. Through our local plan, Manor ISD, along with other districts under their own local innovation plans, chose to be exempt from Texas Education Code 25.081 regarding the minimum minutes of instruction.
Unfortunately, the Texas Education Agency (TEA) contacted Manor ISD last week and informed us that while the District is allowed to be exempt from this particular education code as a District of Innovation, TEA will cut funding for districts who do not meet the minimum minutes of instruction. So as not to lose funding, Manor ISD will need to make changes to several bell schedules and the school calendar to address the deficiency.
The campuses impacted by this change are Manor Alternative Placement, Manor Excel Academy and all of our elementary schools. In order for these campuses to reach compliance, their school day will need to be extended by 12 minutes. Cabinet has developed a proposal, which addresses the impacted campuses’ minutes deficiency while having no impact on the rest of the district. This proposal starts the elementary school day five minutes earlier at 7:20 a.m. and dismisses seven minutes later at 2:32 p.m. MAP and MEA’s minutes will be added to the beginning of their school day. The transportation department was included in the development of this plan and food services will be notified as well.
In order to receive feedback from the community on the elementary plan, it will be presented to the District Advisory Team on September 8 from 4:30 to 5 p.m. and then we will host two community forums: one at BTE on September 12 from 5 to 6 p.m. and one at SGE on September 13 from 5 to 6 p.m. Elementary principals and the District’s leadership team will be present at these meetings. This change will go into effect on Monday, September 19.
District wide, we will also change January 3 and February 21 from professional development days to instructional days and we will assign May 26 as our first bad weather day and April 14 as our second bad weather make up day, should we need them. An updated school calendar reflecting these changes will be presented to the Board for approval on September 19.
