Dr. Andre D. Spencer

Dr. Andre D. Spencer comes to the Manor Independent School District (MISD) after serving as an Executive Superintendent in the New York City Department of Education, overseeing 151 schools and 111,000 scholars in Queens South (District 27, 28, and 29). He worked alongside community and high school superintendents and the Executive Director of the Borough Citywide Office to improve achievement outcomes for all scholars while ensuring that they contribute to the common good of our society. He strongly believes that every scholar should receive an equitable education that will prepare them for college, a career, and life. 

Dr. Spencer also served as superintendent of schools for Harrison School District 2 in Colorado Springs, Colorado for over five years. He has also worked in the Baltimore City Public School System for 13 years as a science teacher, assistant principal, principal, and network team lead. In addition, Dr. Spencer spent three years as a school leadership officer (regional superintendent) in the Houston Independent School District. Dr. Spencer is an educational leader who strongly believes that all scholars deserve a quality education that will enable them to become productive learners within society.

The following accomplishments have been made under Dr. Spencer’s leadership: 1.) increases in advanced placement course offerings and examination pass rate; 2.) improvements in graduation rate and decreases in dropout rate; 3.) improvements in educational technology; 4.) increases in national and state recognition for academic achievement at various schools; and 5.) recognition for graduating the highest number of high school graduates with an associate degree along with the high school diploma.

Dr. Spencer has implemented the following educational initiatives: 1.) a world-class, standards-based curriculum to improve instruction and scholar achievement; 2.) personalized learning opportunities; 3.) early college program; 5.) dropout and credit recovery program; 6.) one-to-one technology program; 7.) technology infrastructure to support wireless accessibility district-wide; and 8.) free breakfast, lunch, and dinner program district-wide.

Dr. Spencer is a graduate of the National Superintendent Certification program through AASA: The School Superintendents Association.  He is also the Superintendents’ Commission Chairperson for the National Alliance of Black School Educators; and was recognized as the Superintendent of the Year by The Education Center in Denver, Colorado.  Dr. Spencer received the Colorado Springs Mayor’s Inspirational Leader Award and was recognized as an Influential African-American Leader in Colorado Springs.  Dr. Spencer is a graduate of The Broad Academy Class of 2017.  He holds a Bachelor of Science degree in Biology from the University of Maryland Eastern Shore, a Master of Science degree in Science (Biology) from Morgan State University, a Doctoral Fellowship in Science Education from Morgan State University, and a Doctor of Education degree from Capella University.  Dr. Spencer also holds a Strategic Marketing Management Certificate from Rice University, as well as a Human Resource Management Certificate from Southern New Hampshire University.
